Horizon Europe Pillar 2 Collaborative R&I Clusters under ISERD gives Israeli organisations access to the European Union's main collaborative research stream. ISERD acts as the national contact point and helps with partner search and proposal review, while the European Commission's executive agencies disburse the funding. The umbrella covers six clusters: health, culture and inclusive society, civil security, digital industry and space, climate energy and mobility, and food, bioeconomy, and natural resources. This is a consortium grant with at least three independent legal entities from different EU member states or associated countries. Eligible costs can be funded at 70% to 100%, with an additional 25% overhead, and projects commonly run about three years. Calls open several times a year across the cluster work programs, so timing depends on the topic rather than a single annual deadline. The route is strongest for teams that can bring cross-border capability to a defined topic in the call text and explain why the consortium is necessary. Applicants do best when the work package structure is tight, the partner roles are distinct, and the proposal is mapped cleanly to a cluster objective. ISERD matters here as the local guide, but the proposal has to win on European policy fit and consortium quality.
