Israel-Europe Research & Innovation Directorate (ISERD)
Connects Israeli actors to Horizon Europe opportunities through advisory support, proposal coaching, and international partnership preparation.
Israel-Europe Research & Innovation Directorate (ISERD) is Israel's official National Contact Point for Horizon Europe and the wider EU Framework Programmes. It operates through the Israel Innovation Authority and serves universities, companies, research organisations, and public bodies that want to work in European R&I programs. Its mandate is advisory and representational: matchmaking, proposal review, guidance, and Brussels-facing advocacy, not direct disbursement of EU award money.
ISERD's only direct funding route in this record is Track 37, a reimbursement grant for Israeli industrial corporations joining Horizon Europe consortia. The track covers proposal writing, consulting, travel for partner search, and partner-search platforms at a 75% rate, with support up to ILS 90,000 for consortium leaders. The broader Horizon Europe opportunities it promotes include EIC Accelerator, Pathfinder, Transition, STEP Scale Up, ERC grants, MSCA fellowships, and collaborative cluster calls.
That makes ISERD most useful to applicants that already have a concrete European collaboration in view and need help turning it into a strong submission. The directorate's edge is practical: it combines national representation in Brussels with proposal support and a reimbursement route for industrial companies, so success depends on both international consortia and a well-prepared application.
