The Credito d'imposta ricerca e sviluppo, innovazione tecnologica, design e ideazione estetica is Italy's broad annual tax-credit route for private R&D and innovation spending. It is open to resident enterprises and permanent establishments of non-residents, regardless of legal form, sector, size, accounting regime, or tax method, and it is administered through MIMIT's certification rules and the GSE portal. The regime applies separate rates and caps by activity: fundamental, industrial, and experimental R&D receive 10% up to 5 million euro through 2031; technological innovation receives 5% up to 2 million euro through 2025; 4.0 and green technological innovation receive 5% up to 4 million euro through 2025; and design or aesthetic creativity receives 5% up to 2 million euro through 2025. The calculation follows the Frascati and Oslo manuals through the 26 May 2020 decree. Claims are made in the tax return and offset through F24, with the cost base reduced by other subsidies on the same expenses. Companies need a technical certification from a MIMIT-listed certifier and an assembled technical report, so the measure rewards firms that keep project accounts separate and can document the eligible work cleanly from the start.
