Investimenti Sostenibili 4.0 is the Ministry's regional investment line for SMEs in the less-developed southern regions of Basilicata, Calabria, Campania, Molise, Puglia, Sicilia, and Sardegna. The 2025 call sat under the PN RIC 2021-2027, was managed by Invitalia, and closed after resources were exhausted on 21 May 2025. Projects must range from 750,000 to 5 million euro, stay within 70% of the latest approved turnover, and finish within 18 months. The aid covers 75% of eligible costs through a 35% capital grant and a 40% soft loan, while the company must cover at least 25% with its own resources or non-aided external finance; 25% of the envelope was reserved for micro and small firms. The measure favors investments that use Transizione 4.0 enabling technologies and move production toward sustainability, circularity, or energy efficiency. Applicants need at least two approved balance sheets or tax returns, ordinary accounting, and no recent delocalization to the target site, so the strongest files are those with a concrete production change and a clear financing plan.
