Mini Development Contracts (Mini Contratti di Sviluppo)
Supports digital, clean-tech, and biotech projects in southern Italy with non-repayable grants and job creation.
Mini Contratti di Sviluppo is the Ministry's STEP line for major industrial projects in Italy's less-developed regions. It supports investments between 5 million and 20 million euro, with Invitalia managing the procedure and the current framework tied to the PN RIC 2021-2027 in Molise, Basilicata, Calabria, Campania, Puglia, Sicilia, and Sardegna. The aid is a non-repayable grant only, set at 55% for small firms, 45% for medium firms, and 35% for large firms. Projects must sit in a single production unit, finish within 36 months with up to a 12-month extension, and include an employment increase plan; the 2025 call closed on 27 May and the final ranking is published. Eligible projects are concentrated in digital and deep-tech, clean and net-zero technologies, and biotech, including critical medicines, critical materials, and the components or specialist machinery that serve those lines. That makes the measure a fit for companies with a concrete industrial chain in one southern site, a sizable job plan, and enough execution capacity to move quickly through a ranked, one-off competition.
