The Ministry of Enterprises and Made in Italy's Voucher 3I - Investire in Innovazione is an IP voucher for innovative startups and microenterprises. It pays for professional services needed to protect industrial inventions, with Invitalia handling the application route and a 9 million euro allocation for the 2023-2024 biennium. Eligible services include patentability checks, prior-art searches, drafting and filing with the Italian Patent and Trademark Office, and foreign filings that claim priority from an earlier Italian application. The voucher is granted under de minimis rules in tiers of 1,000, 3,000, or 4,000 euro plus VAT, and the services must come from lawyers or industrial-property consultants registered with the relevant national rolls. The measure is narrowly focused on the patenting process rather than general project financing. Applications opened on 10 December 2024 and run on the Invitalia platform until resources are exhausted, so the best fit is a startup or microenterprise that has a specific invention to protect and wants to move quickly through a specialist filing route.
