Startup Scale-Up Package

The Startup Scale-Up Package sits in KISED's growth-stage portfolio for Korean startups that are between three and seven years old. It is designed for companies that have moved past early formation and need a larger push to convert product momentum into wider distribution or expansion. In 2025 the programme carried a KRW 127.5 billion budget and was set to support about 1,350 companies. The main commercialization stream can award up to KRW 300 million per company, while the Growth Promotion Program adds up to KRW 100 million for distribution, export preparation, IPO work, and exit planning. The programme is run annually and uses a notice, application, review, candidate evaluation, plan submission, contract, execution, mid-term reporting, and final evaluation sequence. It is limited to for-profit companies registered in Korea. Applicants fit best when they can show a product that is already moving and can benefit from structured capital for scale rather than first-time proof. KISED appears to use the package to back commercialization discipline, so proposals that connect funding to distribution channels, product upgrades, or a defined exit or public-market path are the cleanest match.
