The Startup Scale-Up Package (창업도약패키지) is KISED's largest domestic grant program by total budget, providing KRW 127.5 billion in 2025 to support approximately 1,350 startups with three to seven years of operating history. The program offers two parallel funding streams: a Commercialization Fund of up to KRW 300 million per company for business model enhancement and product upgrades, and a Growth Promotion Program of up to KRW 100 million per company targeting distribution, export market entry, IPO preparation, and exit strategy development. Age eligibility is measured as of the public notice date, and the startup must be a Korean-registered for-profit entity.

The selection and execution process follows nine steps: public notice, application, review and selection, candidate evaluation, business plan submission, contract execution, commercialization support execution, mid-term reporting, and final evaluation. The dual-stream structure allows scale-stage companies to access both product development capital and market-entry support simultaneously, or to focus on the stream most relevant to their current growth priority. MVP evaluation, consumer feedback studies, and guidance on accounting and certifications supplement the direct grant.

The Scale-Up Package occupies the third tier of KISED's domestic startup ladder, designed for companies that have moved past the early commercialization stage but are not yet large enough for TIPS or export acceleration programs. The 2025 cycle is closed. The 2026 annual cycle is expected to follow a similar February–March public notice window. Applications are submitted through K-Startup (www.k-startup.go.kr).
