The SME Policy Fund is South Korea's main government-backed loan facility for startups and SMEs, operated by KOSME on behalf of the Ministry of SMEs and Startups. The 2026 plan totals KRW 4.4313 trillion, with most of it split between direct lending and interest subsidies. Applicants are routed through the Policy Fund Navigator, which asks for company age, export record, and intended use before recommending a program. The fund includes the KRW 140 billion AX Sprint Preferential Track for AI transformation, with loans up to KRW 10 billion, plus specialized tracks such as the K-Beauty Loan, emergency stabilization finance, overseas subsidiary support, and export-oriented working-capital loans. More than 60 percent of the budget is directed outside the capital region. The fund is a loan and interest-subsidy system, not a grant route, so applicants need to fit repayment capacity and a clear policy purpose. It is strongest for companies with an operating business, a sector fit, or a regional development angle, and intentional misuse can trigger permanent exclusion from future access.
