KIBO Tech Finance Guarantees is Korea Technology Finance Corporation's state-backed credit guarantee route for technology SMEs with commercial promise but limited collateral. KIBO, also known as KOTEC, sits under the Ministry of SMEs and Startups and also runs technology appraisal, equity investment, technology protection, and technology transfer services. The program is a guarantee, not a grant, and it runs rolling for Korean businesses. The public guarantee option can cover up to KRW 1 billion per company, with tenure up to five years, 100% coverage, and a 0.5% fee; eligibility turns on a technology rating, not on hard collateral. Applicants succeed by proving technical merit and a realistic repayment path, because the underwriting model is built around the Kibo Technology Rating System. The governing rules also exclude low-end manufacturers, builders, service providers, and wholesalers, which keeps the route focused on innovation-heavy firms. It is best for tech companies that can convert a rating into bank debt.
