Energy Efficiency Loan with Capital Discount
Supports Latvian enterprises adopting energy efficiency and renewable upgrades through loans combined with capital discount mechanisms.
Energy Efficiency Loan with Capital Discount is ALTUM's enterprise finance route for energy-efficiency and renewable-energy projects in Latvia. It sits within the state-owned development finance institution's lending platform and is funded by the EU Recovery and Resilience Facility. The program combines a loan with a capital discount of up to 30% of total project cost excluding VAT, capped at EUR 1.5 million per related company group. The energy-efficiency budget is EUR 25.75 million and the renewable-energy budget is EUR 45 million. Micro, small, medium, and large enterprises can apply if they are registered and operating in Latvia; primary agriculture, fishing, tobacco, transport, wholesale and retail trade, car repair, and gambling are excluded. Applications run from 15 August to 15 September each year. The route suits companies with projects that can show measurable performance gains, because funded work must deliver at least 30% primary energy savings or at least 80% renewable-energy self-consumption. Eligible activity includes building-envelope and heating or cooling reconstruction, efficient production equipment, secondary-energy recovery, solar and wind generation, heat pumps, biomass and biogas systems, and electric vehicles.
