ALTUM is Latvia's state-owned development finance institution, headquartered in Riga. It serves individuals, enterprises, rural businesses, and agriculture, and manages a mix of loans, guarantees, subsidies, and EU-co-financed instruments.

Its support is strongest where a project can carry a debt or guarantee wrapper. Business Greening with Capital Rebate offers a loan and guarantee package with a capital rebate of up to EUR 3 million, Large Investment Loan with Capital Rebate targets larger enterprise projects, Energy Efficiency Loan with Capital Discount can reach EUR 1.5 million, and For the Development of Innovative Products also sits in the innovation lane. For companies, ALTUM also covers startup and new business loans, energy-efficiency and sustainability loans, digital transformation loans, credit guarantees, export credit guarantees, and rural loans. For households and individuals, it adds housing guarantees, study and student loans, multi-apartment building repair loans, and Balsts subsidies.

ALTUM is not a pure grant agency. It operates as a state development financier, blending bank-style underwriting with public policy goals and EU-linked capital rebates, so the best applicants are usually those that can combine repayment capacity, eligible costs, and a clearly defined policy objective.
