Business Greening with Capital Rebate

Funds Latvian companies outside Riga with financing that supports cleaner processes, lower emissions, and stronger sustainability outcomes.

ALTUM's Business Greening with Capital Rebate is a Latvian state-backed package under the EU Just Transition Fund. It combines an ALTUM loan, a bank-loan guarantee, and a capital rebate, so the program functions as blended finance rather than a pure grant. The published terms are specific: the loan can reach EUR 10 million for eligible costs, the guarantee can cover up to 80 percent of a bank loan, and the capital rebate can reach 30 percent of loan principal, capped at EUR 3 million per related company group. Eligible SMEs must be registered and operating in Latgale, Vidzeme, Zemgale, or Kurzeme, while Riga, primary agriculture, fisheries, tobacco, and gambling are excluded. The public budget is EUR 41 million. Projects need to improve energy efficiency by at least 20 percent, install renewable-energy systems with at least 80 percent self-consumption, or bring new environmentally friendly products or technologies to market. Applications open from March 2026, decisions are targeted within six months, work must finish by February 2029, and rebate applications are due by 31 March 2029. That makes the route most relevant to regional SMEs with a bankable project and a clear emissions or efficiency gain.
