Business Incubation Support (Biznesa inkubācijas atbalsts)

Under LIAA, Business Incubation Support helps newly established Latvian enterprises build from concept to market. The programme covers financial and non-financial support, and it is aimed at innovative, technological, creative-industry, export-capable businesses, including dual-use product manufacturers. It sits within the EU Structural Funds 2021–2027 framework under the Small and Medium-Sized Enterprises Innovative Business Development programme. The scheme runs twice a year, with spring and autumn intakes. For 2026, the spring window ran from 9 March to 31 March. Applications go through the state business portal, and the public record does not publish a single award cap on the hub page, so the programme should be read as an intake-based support line rather than a fixed-ticket grant. Companies fit best when they are newly formed, locally registered, and able to show an innovation, technology, creative-sector, or export angle. The dual-use category widens the field to products that can serve both civilian and security needs, and the two-call cadence rewards founders who can prepare a complete application before a short window opens.
