The Business Incubation Support programme is administered by the Latvian Investment and Development Agency (LIAA) and co-financed by EU Structural Funds under the 2021–2027 planning period through the Small and Medium-Sized Enterprises Innovative Business Development programme. It delivers a package of financial and non-financial support measures to newly established Latvian enterprises with an innovation, technology, creative-industry, export, or dual-use product manufacturing focus. The spring 2026 intake accepted applications from 9 March to 31 March 2026; the programme runs twice annually, with autumn intake dates announced separately.

Eligible applicants are newly registered Latvian commercial enterprises — the programme specifically targets startups and early-stage businesses rather than established companies. Non-profits, universities, research organisations, and individuals are not eligible. Enterprises focused on dual-use product manufacturing are explicitly included as an eligible category alongside innovation-driven and export-oriented startups. Award amounts and specific financial support levels are not publicly detailed on the programme hub page; specific support measures and corresponding funding caps are communicated to accepted incubatees through the programme's intake process. Applications are submitted exclusively via the business.gov.lv e-service, with all documentation in Latvian.

Because the spring 2026 intake closed on 31 March 2026, enterprises interested in the programme should prepare for the autumn 2026 intake, the dates of which will be published on the LIAA website. Strong applicants demonstrate a clear innovation proposition, evidence of market potential outside Latvia, or a technology differentiation that justifies state-backed incubation.
