Support for European Commission Project Development (Atbalsts Eiropas Komisijas projektu izstrādei)

Funds Co-funds proposal-preparation costs for Latvian firms advancing in Horizon Europe EIC EDF Digital Europe and other centrally-managed EU programmes.

LIAA, Latvia's investment and development agency, was established in 1993 and works across entrepreneurship, export promotion, investment attraction, tourism marketing, and innovation commercialization. It is a national agency with a practical role in moving firms toward scale, and it operates as part of Latvia's economic-development system. The EC project development support route reimburses up to €10,000 at 50% intensity for proposal-preparation costs tied to Horizon Europe, EIC, EDF, Digital Europe, I3 Instruments, and similar centrally managed EU competitions. Eligible costs include project management, external services, travel, and staff insurance on business trips. The programme is narrow by design: applicants need a positive assessment from the relevant EU body before the LIAA support can be claimed. That makes the route useful for firms already past an initial filter and preparing a stronger application for European competition. It is a tactical tool for Latvian companies that have already been invited onward in an EU call and need help absorbing the cost of preparation, not a broad discovery grant for early-stage idea work.
