Supports Latvian enterprises preparing proposals for centrally managed European Union funding programmes.

The EC Project Development Support programme is administered by the Latvian Investment and Development Agency (LIAA) and reimburses Latvian enterprises for costs incurred while preparing proposals for centrally managed EU Commission funding programmes. Eligible EU instruments include Horizon Europe, the European Innovation Council (EIC), the European Defence Fund (EDF), Digital Europe, and other EU agency competitions. The programme applies a 50% support intensity, with a maximum reimbursement of EUR 10,000 per applicant. The 2026 call opened on 19 January 2026 at 09:00 Latvia time; an informational online seminar was held on 16 January 2026.

A formal prerequisite governs eligibility: applicants must already hold a positive assessment for project advancement issued by the EU Commission or a relevant EU agency. This means the programme is not available to enterprises at the proposal-drafting stage but only to those who have cleared an initial EC evaluation hurdle. Eligible reimbursable costs cover project management and implementation, external services (management, accounting, technical, and legal), domestic and foreign travel expenses, and employee travel insurance for business trips. Only for-profit enterprises registered and operating in Latvia can apply; universities, research organisations, nonprofits, and individuals are excluded.

Applications are submitted through the business.gov.lv national business-support portal, with all documentation in Latvian. Applicants should confirm that they hold a qualifying positive EC advancement assessment before beginning the application, as this criterion is evaluated at the eligibility stage. The 50% co-financing requirement means applicants must cover at least EUR 10,000 of eligible costs themselves to claim the maximum reimbursement.
