Innovation Voucher Support (Inovāciju vaučeru atbalsts)

LIAA's Innovation Voucher programme is a rolling grant route for Latvian SMEs that need specialist services from research organisations while developing new products or technologies. It is one of LIAA's most practical innovation tools because it links a company to outside expertise without requiring a full-scale project build at the outset. The programme is open continuously and works on a first-come-first-served basis until the envelope is used, then refreshed. Four voucher types are available: acquaintance, classic, design, and highly qualified staff recruitment. Supported costs include feasibility studies, industrial research, experimental development, industrial design, IP registration, product certification, and specialist recruitment. The programme also gives firms a way to test a research relationship before committing to a longer commercialisation effort. The strongest applicants are businesses that can name a research partner and turn the voucher into a specific commercial outcome. It is well suited to SMEs that need a fast, bounded intervention rather than a long project cycle, especially when the immediate need is evidence, design input, certification, or a targeted specialist hire.
