The Innovation Vouchers programme is a continuously open support instrument administered by the Latvian Investment and Development Agency (LIAA), designed to facilitate collaboration between Latvian commercial entities and research organisations for the development of new products and technologies. Four voucher types are available: the acquaintance voucher, the classic voucher, the design voucher, and the highly qualified staff recruitment voucher. Each type covers a different scope of eligible activity, ranging from technical-economic feasibility studies and industrial research through experimental development, industrial design, product certification, industrial property rights registration, and the recruitment of highly qualified specialists.
Eligible applicants are Latvian commercial entities that partner with a registered research organisation; individual applications without a research-organisation partner are not eligible. Universities, nonprofits, and research organisations cannot apply as lead applicants but must participate as service providers. Vouchers are issued on a first-come, first-served basis until the programme's current funding envelope is exhausted, at which point the envelope is refreshed. Per-voucher award amounts and current envelope availability are published on the business.gov.lv national business-support portal; applicants should verify current caps and envelope status before initiating an application, as these can change between refresh cycles.
To maximise success, applicants should identify a specific research organisation willing to collaborate and confirm the appropriate voucher type before submitting. The application channel is business.gov.lv, with documentation in Latvian. The programme is one of LIAA's most widely referenced innovation instruments and has maintained an open-application status banner continuously. Because the scheme is first-come, first-served with no published closing date, applicants with a ready research-organisation partnership should apply without delay to avoid missing an active envelope window.
