PACT'SCALE UP sits under Agence Nationale pour la Promotion de la PME (Maroc PME) as the highest-ceiling growth route in the PACTE TPME suite. It is built for Moroccan companies described as gazelles: firms with strong growth trajectories that can turn into larger national champions, with support capped at MAD 2 million. The grant co-finances up to 80 percent of a 360-degree diagnostic and a personalized acceleration plan. Maroc PME uses the route to mobilize partner resources around market access, technology and innovation, talent, expertise, and financing, while keeping the same Morocco-based TPME eligibility frame and annual turnover ceiling of MAD 200 million. This is not an early-stage idea fund. It is a scale-up instrument for a business that already has momentum and needs a disciplined plan to convert growth into durability. The best applications will show why the company is ready for acceleration and how the intervention will improve operations, market reach, and financing readiness.
