Minnesota Job Creation Fund

Funds Minnesota expansion projects with incentives tied to high quality job growth and facility investment.

Minnesota's Job Creation Fund is a performance-based incentive under DEED for new and expanding businesses that are creating high-paying jobs and investing in facilities. Awards can reach $1 million, and in some cases $2 million, when a project clears the job and capital thresholds. The program is delivered as per-job annual credits over five years, paired with property-improvement rebates of up to 5 percent in the Twin Cities metro and 7.5 percent in Greater Minnesota. Applications are accepted year-round through local government units. Applicants need local government support, at least $500,000 in property improvements within a year of designation, and at least 10 new full-time jobs within two years, or 5 jobs under the targeted-population rules. Eligible activity centers on manufacturing, warehousing, distribution, and technology-related projects, and projects over $200,000 are subject to prevailing wage rules. The fund is most compelling when a project has other location options outside Minnesota and can show that DEED support is the deciding factor. Companies that already have a city, county, or township sponsor and a realistic hiring schedule are the ones that can use the program well.
