The Innovation Brokers Scheme sits under Holland High Tech / Topsector HTSM and is built for Dutch SMEs that need targeted advice rather than R&D capital. It reimburses approved broker costs for innovation, technology transfer, and networking support inside the HTSM ecosystem, so it works as a small but practical help line for firms that need direction more than cash. The programme is a rolling grant voucher. HHT covers 80 percent of broker costs up to €8,000 a year, caps the hourly rate at €120 including VAT, and expects each project to finish within one year. SME use is limited to three years in total, which keeps the support narrow and ensures it is used for focused advisory work rather than open-ended consulting. The eligible applicant is a Dutch SME, not a university or research organisation, with the usual size limits of up to 250 employees, €50 million in turnover, and a €43 million balance-sheet cap. The best fit is a company that knows what it needs but does not need a research grant, because the scheme is designed to buy specialist advice and open doors rather than fund experiments.
