Holland High Tech, also known as Topsector HTSM, is the Dutch public-private coordination body for high-tech systems and materials. It sits inside the national topsector structure and helps set R&D direction, line up co-funding, and connect SMEs with research organisations and capital.

Its visible funding routes include the HTSM Call 2025, the SME Hightech Call, the SME Defence Call, KIEM HighTech, the PPP Innovation Scheme, and the Innovation Brokers Scheme. The HTSM call totals €11.85 million and is delivered with NWO, while the SME Hightech call gives SMEs up to €300,000 over two years and the Innovation Brokers scheme tops out at €8,000. The HTSM route also requires co-funding from at least two co-funders covering 20 percent of the budget in cash or in kind.

The organisation is best understood as a convenor and co-funder. Some calls run through its own portal, while others are delivered with NWO, Regieorgaan SIA, or RVO, and the strongest applications usually show clear co-funding, a research partner, and a close fit with the high-tech agenda.
