DRIVE, the Development Related Infrastructure Investment Vehicle, is Invest International's public-infrastructure route for emerging and developing markets. It is run in partnership with the Dutch RVO on behalf of the Ministry of Foreign Affairs, and by 2025 it had a ten-year track record. The programme targets projects that have a clear public purpose rather than purely commercial returns. The main instrument is a grant, paired with guarantees in some cases, and it can cover up to 50% of project cost. Eligible work sits in food security, water, sexual and reproductive health, climate, healthcare, and climate-resilient infrastructure. The program is designed for businesses and other implementers that are helping governments deliver infrastructure in partner countries, so the public beneficiary is usually a government counterpart rather than the contractor alone. Applicants usually need a credible public counterpart, co-funding for the remaining share, and a project that can survive the jump from concept to implementation. DRIVE is most useful when a proposal is important for a country but still too risky for commercial finance on its own, because it gives the project enough support to get built and enough structure to attract the next layer of funding. That combination is why it sits at the center of Invest International's public-infrastructure work.
