Innovation Credit (Innovatiekrediet) is a repayable government loan from RVO and the Ministry of Economic Affairs for Dutch companies developing technically novel products, processes, services, software, AI systems, or clinical drugs and medical devices. It is meant for projects with serious technical or clinical risk and clear market potential. The 2026 budget is €50 million, split into €10 million for clinical development, €10 million for technical development, and €30 million for combined projects. Funding covers 25 to 50 percent of project costs depending on company size and whether a collaboration partner is involved. The loan carries a 15 percent markup for technical projects or 25 percent for clinical projects, and repayment begins after three to five years. This is a financing tool for Dutch-based companies that can show a path to a marketable product within five years and a disciplined plan for reducing risk. It fits better than a grant when the project is large, technically uncertain, and still close enough to commercialisation that repayment can be modelled from future revenue.
