The Netherlands Enterprise Agency (RVO) is the Dutch government's main delivery agency for business support, subsidies, and innovation financing. It works on behalf of the Ministry of Economic Affairs and other ministries, but each scheme is commissioned and funded by a sponsoring ministry rather than by RVO itself.

Its portfolio spans the WBSO R&D tax credit, the Innovation Credit repayable loan, Eurostars NL, MIT collaboration grants, VFF early-stage finance, and major energy-transition schemes such as DEI+, MOOI, EKOO, and HER+. The instrument mix is broad: tax relief, loans, and grants, with the Innovation Credit reaching up to €30 million, VFF up to €450,000, and MOOI up to €4 million.

RVO's profile is operational rather than strategic. It assists more than 200,000 entrepreneurs a year with a staff of more than 6,000, and it is strongest where a company needs a clear national channel into Dutch innovation policy, cross-ministry schemes, or energy and climate demonstration funding. Applicants usually fit best when their project matches the commissioning ministry's policy lane and can be handled through RVO's administrative process.
