The program covers 50-90% of new-hire wages during training, with an additional 15% for high-wage positions and for businesses using workforce connection services. Workers must be new hires in full-time, year-round jobs, and training can be classroom-based, on the job, or both for up to six months. Companies pay first and claim reimbursement after training ends, which makes JTIP a cash-back hiring incentive rather than in-kind support. Eligibility is narrow by design. Firms must fit the manufacturing, export, or qualifying green-industry rules, and the program excludes agriculture, construction, extractive industries, gambling, healthcare, and retail. The intake is rolling, so applicants do not wait for a single annual deadline, and the practical test is whether the new position and training plan are clearly tied to business expansion in New Mexico.
