Provides wage reimbursement for New Mexico employers training new hires in manufacturing and green industries.
The New Mexico Job Training Incentive Program (JTIP), administered by the New Mexico Economic Development Department (NM EDD), reimburses qualifying employers for 50 to 90 percent of new employee wages during on-the-job or classroom training periods. The program targets businesses that are expanding or relocating to New Mexico and that manufacture products, provide non-retail services with at least 50 percent of revenue exported out of state, or operate in designated green industries. An additional 15 percentage points above the standard reimbursement rate applies to businesses that pay high wages or that use workforce connection services for recruitment. Agriculture, construction, extractive industries, gambling, healthcare, and retail are all explicitly ineligible.
Training periods may run up to six months, and reimbursement is paid in arrears after training is completed, meaning employers must float the wage cost during the training window. New hires must be full-time (at least 32 hours per week), year-round employees directly involved in the company's product or service. Trainees must be New Mexico residents for at least one year, with an exemption available for high-wage positions. Individuals who left high school within three months of the hire date are ineligible. The program does not specify a per-company award ceiling in published materials.
JTIP applications are accepted on a rolling basis with no fixed deadlines. Interested employers complete an eligibility questionnaire on the NM EDD website, after which EDD staff contact the company to determine qualification. The program is a strong fit for manufacturers and technology-services firms opening or expanding New Mexico operations who want to offset the wage cost of bringing new technical staff up to speed during a structured training period.
