The DOST-PCIEERD Grants-in-Aid (GIA) Program is DOST's flagship competitive R&D mechanism for industry, energy, and emerging technology. It funds multi-year applied research and development projects at Philippine universities, research institutes, R&D consortia, and non-profit S&T organizations. Priority areas are set by the Harmonized National R&D Agenda (HNRDA) 2023–2028 and PCIEERD's NEXUS cluster framework. Applications go through a two-stage gated process: concept proposals are submitted first through the DOST eProposal System, and only those approved at concept stage may submit full-blown proposals via DPMIS. Lobbying organizations are explicitly excluded. Each funding cycle targets the CY year two years ahead (e.g. 2026 call → CY2028 funding).
