The DOST-PCIEERD Grants-in-Aid programme funds competitive R&D projects at Philippine universities, research and development institutes, R&D consortia, non-profit laboratories, and other non-profit science and technology organisations. The CY2028 funding cycle was solicited through a two-stage gated process: concept proposals were submitted via the DOST eProposal System between 1 and 15 March 2026, and only applicants whose concept proposals were approved advanced to the full-blown proposal stage, submitted via the DPMIS platform between 1 and 31 May 2026. For-profit entities and organisations engaged in lobbying are explicitly excluded. Individual researchers may not apply directly — proposals must be submitted through an eligible institutional host.
PCIEERD's thematic mandate covers industry, energy, and emerging technology, structured under the NEXUS cluster priorities and aligned to the Harmonised National Research and Development Agenda (HNRDA) 2023–2028. Specific technology domains include information and communications technology, electronics, advanced manufacturing, energy, and materials. Per-project award amounts are not published on the programme's public call page; the full call document (DOST-PCIEERD-2026-Call-Document-O-26-0121-11.pdf) contains per-track award caps, scoring rubric, and deliverable specifications.
Projects that advance from concept stage must demonstrate scientific and technological merit, alignment to at least one DOST-PCIEERD Priority Programme, and a clear pathway to outcomes consistent with HNRDA goals. DPMIS (http://dpmis.dost.gov.ph) is the submission platform for full proposals. The CY2028 designation reflects the funding year for which approved projects will receive appropriations, not the year of application.
Funds Philippine university and research institute R&D projects in industry, energy, and emerging technology sectors aligned to PCIEERD NEXUS cluster priorities and the HNRDA 2023–2028 agenda.
