Czyste Powietrze (Clean Air)
Funds Polish households with support for heating upgrades and building insulation improvements.
Czyste Powietrze is Poland's large household retrofit program under NFOŚiGW, delivered through the regional WFOŚiGW funds. It supports homeowners who want to replace inefficient heating, improve insulation, and cut energy use in existing residences. The program uses three income tiers: basic support can cover up to 40% of qualified costs, raised support up to 70%, and the highest tier up to 100% for homes with energy demand above 140 kWh/m2 per year. For a high-efficiency ground heat pump, the highest-tier maximum reaches 170,100 PLN. The program is open continuously through June 30, 2030, and applicants must use equipment on the approved ZUM list. The public-facing case for the program is scale and execution. Since 2018, it has received more than 1.1 million applications and disbursed more than 21.4 billion PLN. The strongest applications are the ones that line up the energy audit, the post-investment certificate, and the approved equipment list before work starts, because compliance is built into the funding model.
