Editais Fundo Azul — Open Competitive
Supports Portugal's direct public competition grants blue-economy startups technical innovation marine science ocean safety last issued.
Between 2017 and 2021 Fundo Azul published eleven open competitive calls (Editais) across four blue-economy pillars: new sea entrepreneurs, ocean renewable energy, blue biotechnology, marine environment monitoring, maritime safety, oceanographic campaigns, and maritime higher-education bursaries. Call budgets ranged from roughly €1.2 million (maritime safety, Edital 4) to €2.25 million (blue biotechnology, Edital 5), with Editais 1 and 3 offering 0%-interest 8-year reimbursable loans rather than non-reimbursable grants. No new Edital has been published since Edital 11 in 2021. Subsequent Fundo Azul activity has shifted entirely to invitation-only PRR-backed Avisos-Convite (see 'pt-fundo-azul-avisos-convite'). The Editais program is effectively wound down and is listed here for historical reference and past-winner discovery only.
