Fundo Azul is Portugal's national blue-economy fund. It is an autonomous patrimony administered by the Secretaria-Geral da Economia under the Ministry of Economy, and it exists to support sea-policy objectives tied to sustainable development, marine research, environmental monitoring, and maritime safety.
Its toolkit includes grants, equity instruments, and debt instruments. The fund is linked to four named programs: Editais Fundo Azul, Hub Azul - PRR C10-i01 Blue Infrastructure Network, Avisos-Convite PRR - Invitation-Only State-Entity Calls, and Portugal Blue / Growth Blue I - Blue Economy VC Vehicle. The attached sectors are climate, energy, and biotechnology, which points to a portfolio that reaches from marine infrastructure to blue-economy finance.
Fundo Azul's operating model has changed over time. It ran open competitive Editais from 2017 through 2021, then shifted in 2022 toward PRR-backed invitation-only calls, with 2024 activity focused on marine protected areas and the Mário Ruivo research vessel. The fund is therefore best read as a maritime policy vehicle that now favors targeted public delivery and infrastructure support over broad open competition.
