İSTKA Financial Support Programs (Mali Destek Programları)

İSTKA's Mali Destek Programları are the agency's annual competitive grant calls for Istanbul-region projects in innovation, digital transformation, green transition, and entrepreneurship. In 2025, the umbrella carried a TRY 550 million envelope across three calls: İkiz Dönüşüm, Yapay Zekâ Teknolojileri, and Kurum Startup İş Birliği. The 2025 calls offered grants of TRY 3 million to TRY 15 million per project, with agency support reaching up to 90 percent depending on the call. Lead applicants were public institutions, universities, research centers, organized industrial zones, technoparks, technology transfer offices, NGOs, and professional chambers, while private firms generally entered as partners rather than leads. Projects had to be implemented in TR10 and submitted through KAYS. The strongest applications are those that line up with Istanbul Regional Plan priorities and can show a clear implementation model, partner structure, and co-funding plan. The 2025 cycle closed on May 5, 2025, and the 2026 open-programs page shows no active competitive call in this family.
