The 2025 İkiz Dönüşüm Mali Destek Programı (Twin Transformation Financial Support Programme) was a competitive grant call administered by İSTKA — İstanbul Kalkınma Ajansı (Istanbul Development Agency) — with a total budget of TRY 200 million. Individual project grants ranged from TRY 3 million to TRY 15 million. The programme targeted projects at the intersection of green transformation (energy efficiency, clean production, waste reduction, and carbon reduction) and digital transformation (artificial intelligence, robotics, and smart factory systems). Both pillars were required to be addressed simultaneously — projects focusing on only one dimension were not eligible. The 2025 call was part of a TRY 550 million total İSTKA envelope across three programmes announced in January 2025.
Eligible lead applicants were public institutions (municipalities, governorates), universities, research centers, organised industrial zones (OIZs), technoparks, technology transfer offices (TTOs), non-governmental organisations, and professional chambers operating within the Istanbul region (TR10 NUTS-2). Private companies could participate as project partners but not as lead applicants. The agency covered up to 90% of eligible project costs; applicants were required to co-fund the remainder. Applications were submitted through the national KAYS portal (kaysuygulama.sanayi.gov.tr). The submission deadline was initially set for April 11, 2025 and later extended to May 5, 2025.
The 2025 cycle is closed and awards were announced on August 14, 2025. Successful applicants had 15 business days from the announcement — until September 4, 2025 — to submit contracting documents to İSTKA. All funded project activities are required to be implemented entirely within the Istanbul TR10 region. Organisations interested in the next annual cycle should monitor İSTKA's announcements in late 2025 or early 2026, as the programme follows an annual cadence with calls typically launching in Q1.
