HAMLE is the Ministry of Industry and Technology's flagship industrial support program in Turkey, delivered through TÜBİTAK's 1511 instrument. It targets SMEs and larger firms investing in medium-high or high-technology products that reduce import dependency, so the program sits squarely in industrial upgrading rather than early-stage research alone. The whole route is built around production-oriented investment in Turkey. SMEs can receive support at 75 percent and larger firms at 60 percent, with an additional 10 percent overhead allowance. Minimum investment thresholds are TRY 30 million, or TRY 10 million for software-focused projects. Applications run through the HAMLE portal, pass Ministry pre-registration, independent expert review, and mandatory site visits, and the project must lead to actual production rather than just a prototype. Registered Turkish capital companies are eligible, including foreign-capital companies that are incorporated in Turkey. The program works best for companies that can show a product on the Priority Product List or a genuinely innovative technology with clear industrial relevance. It is not a fit for small, exploratory prototypes; it rewards capital intensity, execution capacity, and a line of sight to domestic production. Firms that already have a duplicate investment incentive certificate are not a fit for this route.
