HAMLE (Teknoloji Odaklı Sanayi Hamlesi — Technology-Oriented Industry Move) is a grant programme operated by the Turkish Ministry of Industry and Technology (Sanayi ve Teknoloji Bakanlığı) with TÜBİTAK serving as the delivery partner under the TÜBİTAK 1511 mechanism. The programme targets medium-high and high-technology manufactured products listed on Turkey's national Priority Product List, with the explicit objective of reducing Turkey's import dependency in strategically significant sectors. Eligible sectors include advanced manufacturing, defence and aerospace components, semiconductors and electronics, new materials, energy technologies, and software-intensive industrial applications.

Grant rates are differentiated by company size: SMEs receive 75% of eligible project expenses, while large enterprises receive 60%, with an additional 10% overhead allowance available to both categories. The minimum investment threshold is TRY 30 million (TRY 10 million for software-focused projects), excluding project expenses below that floor. Eligible cost categories span personnel, travel, equipment, software licences, R&D services, consultancy, materials, and operating costs directly related to the innovation project. Projects must produce a commercially deployable output — research-only or prototype-only proposals are rejected at evaluation. Foreign-capital companies are eligible provided they are legally registered in Turkey as a capital company.

Applications follow a multi-stage process administered through hamle.sanayi.gov.tr: Ministry pre-registration, online preliminary application, independent panel evaluation, and compulsory on-site visits at which the project manager must attend in person. Call cycles are announced on a rolling basis rather than against a fixed annual calendar; applicants should monitor the programme portal for active call windows.
