Athenian Project
Offers Free Enterprise-tier DDoS protection performance United States state local election websites.
Cloudflare's Athenian Project is a U.S. civic security program under Cloudflare Inc. It serves state, county, and municipal election sites, and it was launched in September 2017 after public concern about attacks on election infrastructure. By 2025, Cloudflare said the program was protecting more than 441 properties across 33 states. The support is in kind rather than cash. Eligible sites are U.S. government pages tied to election administration, voter registration or verification, and election-results reporting, and the package delivers Enterprise-tier protection and performance for free. The focus is narrow: keep election information fast, available, and harder to deface. The program matters most for public agencies that need hardened web infrastructure but lack the budget to buy it themselves. Its value comes from Cloudflare's edge network and DDoS protection, which the company applies through rolling access rather than a fixed annual round. For election offices, it functions as a practical resilience layer rather than a conventional grant competition.
