Job Growth Incentive Tax Credit

Provides tax-credit support for employers creating net new jobs in Colorado through competitive relocation.

The Job Growth Incentive Tax Credit is Colorado's performance-based state income tax credit for business expansions or relocations that are genuinely competing with another state or country. It is part of the Office of Economic Development and International Trade's Global Business Development portfolio and is aimed at employers that can prove the project could realistically land somewhere else. The credit equals up to 50% of the FICA taxes paid per net new Colorado job and is earned annually over an eight-year period. The base threshold is 20 net new jobs, or 5 in an Enhanced Rural Enterprise Zone, and every eligible position must pay at or above the county average annual wage. Applications are rolling, but no project announcement, lease, hire, or spend may happen in Colorado before EDC approval. This credit suits companies that need a tax offset for a large, wage-qualified hiring plan and can wait for commission approval before acting. The clearest cases bring interstate or international competition, a precise employment model, and the patience to work through the filing timeline without trying to pair the same jobs with the Strategic Fund incentive.
