The Strategic Fund Job Growth Incentive is Colorado's cash incentive for expansion or relocation projects that are being contested by at least one other state. It is administered through the Office of Economic Development and International Trade's Global Business Development division and sits at the high-stakes end of the state's job-creation toolkit. The incentive pays over five years and can reach $6,500 per net new permanent job. Applicants need a 1:1 local government match, and the business must file before announcing or starting the project in Colorado. The application asks for an employment plan, a cost-differential analysis, and three years of historical financials, all submitted ahead of the Colorado Economic Development Commission meeting cycle. This route is strongest when a company can show serious competitive pressure, capital investment, and durable employment growth. It is sector-agnostic, but it rewards employers that can document another location option, secure local public support, and maintain the new jobs for at least a year without drifting into a weaker tax-credit alternative for the same positions.
