DOE Small Business Innovation Research and Small Business Technology Transfer

The U.S. Department of Energy (DOE) administers the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, authorized under the Small Business Act. These are competitive non-dilutive funding programs supporting American small businesses in developing innovative technologies with strong commercial potential. The programs were extended through Fiscal Year 2031 by the Small Business Innovation and Economic Security Act signed on April 13, 2026. The SBIR program is open exclusively to for-profit U.S. small businesses, while the STTR program additionally requires a cooperative relationship with a research institution. Both programs follow a phased process: Phase I establishes technical feasibility, Phase II funds further development and prototyping, and Phase III supports commercialization.
