National Criminal History Improvement Program
Funds states and tribes on criminal history systems and identity verification data integration.
NCHIP (initiated 1995, reauthorized 2018) helps states, territories, and federally recognized tribes improve the quality, timeliness, and completeness of criminal history records. Awards are needs-based rather than formula- or population-based, and are competitive annually. The program has disbursed nearly $1.1 billion cumulatively through 2024 and all states and eligible territories have received funding at some point. FY25 consolidated NCHIP solicitation also covers NARIP (NICS Act Record Improvement Program) in one application package. Funded activities include criminal record system enhancements, disposition reporting, mental health record submissions for NICS background checks, and interface improvements with FBI national systems.
