HTDC HSBIR Phase I State Match is the next step in Hawaii High Technology Development Corporation's SBIR ladder. It gives Hawaii small businesses a state cash match of up to 50 percent of a federal SBIR or STTR Phase I award, capped at $75,000, and applications are accepted on a rolling basis through HTDC. The instrument is a grant, but it is structured as follow-on support for companies that have already cleared the federal Phase I hurdle. Eligibility is limited to for-profit small businesses operating in Hawaii and registered in the United States, while nonprofits, universities, research organizations, and individuals are excluded. The route is therefore aimed at firms that can point to an existing federal award and a live technical program. For founders, the practical appeal is clear.
