The HTDC Hawaii SBIR Phase I State Match program provides cash-matching grants to Hawaii small businesses that have already received a federal SBIR or STTR Phase I award. The Hawaii High Technology Development Corporation administers the program as part of its statewide innovation support mission from its offices at 521 Ala Moana Boulevard in Honolulu. The state match covers up to 50 percent of the federal Phase I award amount, subject to a maximum cap of $75,000 — whichever is lower applies. Applications are accepted on a rolling basis with no fixed cycle deadlines.

Eligibility requires that the applicant is a Hawaii-based small business (for-profit only) and holds an active federal SBIR or STTR Phase I grant or contract. The state matching funds supplement the federal award and are disbursed by HTDC following application review. Technology sector is not restricted at the state level — any topic covered by a federal SBIR Phase I solicitation qualifies, spanning defense, biotech, aerospace, energy, medical devices, robotics, semiconductors, space, and climate technology. HTDC does not publish a program pool size or annual budget for this matching grant.

To win this award, a Hawaii company should apply to HTDC promptly after receiving federal Phase I notification, using the application portal at htdc.org/hsbir-grants. The reimbursement or cash match helps Hawaii-based companies extend their Phase I runway and fund additional technical development or commercialization planning. Companies that successfully complete Phase I and advance to a federal Phase II award may then apply for the Phase II/III state match, which carries a significantly higher cap of $500,000.
