HTDC HSBIR Phase II/III State Match extends Hawaii's SBIR support ladder to companies that have already won a federal Phase II or Phase III award. Under the Hawaii High Technology Development Corporation, it provides a state cash match of up to 50 percent of the federal award, capped at $500,000, with availability subject to state appropriation. The eligibility pattern mirrors the earlier HSBIR routes. Applicants must be for-profit small businesses operating in Hawaii and registered in the United States, and the program excludes nonprofits, universities, research organizations, and individuals.
