The HTDC Hawaii SBIR Phase II/III State Match provides cash-matching grants to Hawaii-based small businesses that have received a federal SBIR or STTR Phase II or Phase III award. Administered by the Hawaii High Technology Development Corporation from its Honolulu headquarters, this is the highest-value award in the HTDC matching grant stack, with a cap of $500,000 per company per qualifying federal award. The match formula is up to 50 percent of the federal Phase II or III award value, subject to the $500,000 ceiling — whichever is lower applies. Applications are accepted on a rolling basis.

Eligibility requires that the applicant is a Hawaii-based for-profit small business holding an active federal SBIR or STTR Phase II or Phase III grant or contract. Nonprofits, universities, and individuals are not eligible. Crucially, program availability is subject to state appropriation — HTDC discloses that funds may be exhausted within a given state budget period, and the program can be temporarily unavailable pending legislative appropriation. Technology scope follows federal SBIR agency priorities and is unrestricted at the state level, covering sectors including defense, biotech, aerospace, energy, medical devices, robotics, semiconductors, and space.

Companies planning to apply should contact HTDC as soon as federal Phase II notification is received, rather than waiting until late in the performance period, to confirm current fund availability before preparing the state match application.
