The Mississippi Seed Fund is Innovate Mississippi's early-stage proof-of-concept route, funded by direct appropriations from the Mississippi Legislature rather than by MDA. The live offerings are a $10,000 Proof of Concept Grant and a $25,000 Proof of Concept Loan, both aimed at Mississippi startups that need an early validation step before larger capital can make sense. It is a rolling program built around development meetings, an investment-board review, and reimbursements rather than upfront distribution. The grant supports a $20,000 total project budget, while the loan supports a $50,000 project budget and can run for up to five years. Both require at least 25 percent cash match, with up to 75 percent allowed in kind. Applicants must be located in Mississippi or relocate there, qualify as small businesses under the SBA's 500-employee threshold, and report quarterly on jobs and revenue after award. Two larger statutory ideas, the Growth Fund and R&D Fund, are inactive and seeking funding, so they should not be treated as live opportunities. The application path favors founders who can show a real company, a concrete problem, and enough market validation to justify an invitation to apply. The strongest submissions usually arrive after the entrepreneur survey, development meetings, and a clear pitch to the investment board, because the program is designed to filter for projects that can use modest capital to prove technical or commercial traction. In practice, it serves as one of the earliest state-backed financing steps in Mississippi's startup journey.

Each grant below is a distinct funding opportunity with its own eligibility, scope, and deliverables.
