Congress amended the Public Health Service Act in December 2022 to direct the WTC Health Program to build a research cohort specifically for people who were young at the time of the September 11 attacks — a group its existing programme wasn't designed to follow.

This funds the single centre that will do that: assembling and maintaining a cohort of people who were 21 or younger at the time of 9/11…
