Congress amended the Public Health Service Act in December 2022 to direct the WTC Health Program to build a research cohort specifically for people who were young at the time of the September 11 attacks — a group its existing programme wasn't designed to follow.

A single national coordinating center building and studying a cohort of people exposed to the September 11 attacks at 21 years old or younger, including in utero, to research the long-term health and educational impact of early-life exposure, spanning cohort assembly, data management, community engagement and the underlying research.
