The Texas Spaceport Trust Fund provides cost-reimbursement infrastructure grants for establishing spaceports in Texas. Only spaceport development corporations created under Chapter 507 of the Texas Local Government Code are eligible — this is not a grant for commercial launch operators directly. Applicants must have a detailed spaceport development plan, financial capacity to fund at least 75% of project costs, FAA licensing (obtained or in process), and demonstrate they are a viable business entity capable of launching or landing reusable launch vehicles or spacecraft. EDT solicits proposals as funds are appropriated by the Texas Legislature; there are no fixed application windows.
